Here, it is implied that Fredo will grow up to become a part of the family business, but since he has no interest in crime this may not happen. Either way, the plot has been changed by this event, and because it matters to the story, we, as readers, should also consider it important.

This doesn't mean that all stories have characters, but it does mean that characters are important.
