Needle tip pens do not work well with whiteout. The Dong-A-Miffy wrote the greatest over whiteout tape of the two. The tape was black but the miffy still looks happy.
On thin paper, I prefer white out tape (Bic brand is the only one I've used and it worked great). It's also easy to write over. You may also cover it with a little square of paper, a sticker, washi tape, or draw over it. If you erase too hard, just peel off the covering material and start over.
On thick paper, I'd go with whiteout ink. It's permanent once dry so there's no washing away when you're done writing. There are several brands available from office supply stores. They all work about the same. To use it, simply print out your document, let it dry, then spray under each letter with a spray bottle filled with water. The ink will disappear into the paper.
