That's rather poetic. Miller taught Solid Snake to kill Ocelot, and Ocelot "trained" Liquid Snake to murder Miller. Ocelot is explicitly indicated in TPP to be the one who "ordered" Liquid to kill Miller. Whether this means that Ocelot actually pulled the trigger or not is unclear.
What we know for sure is that Liquid killed him, and then himself after being caught by the Japanese police. But what happened between those two points in time? Did he have a chance to go back on his orders? Was this something that Ocelot wanted him to do? We may never know.
Anyway, this is a very tragic story that shows how evil Ocelot can be when he wants to. Without Miller, Snake would probably still be working for the government body called "BBS".
Also worth mentioning is that although Kazuhira Miller was an official member of the BBS, he worked as a freelance security consultant. This means that he was self-employed and could have worked with any number of companies over the course of his career. It's possible that Ocelot used him to help train Snake before making him kill him.
After a friend offered it to her for dinner, his mother ate fugu, which is dangerous if prepared wrong. When the narrator flew to Japan to visit his family two years after his mother's death, he learnt the specifics of her demise. She died at a family supper, when she accidentally took an overdose of the poisonous blowfish teriyaki that everyone else there was eating.
Fugu is a type of fish that lives in rivers across Japan. It can be up to 12 cm (5 inches) long and has sharp dorsal spines and venomous fins. The meat from the body of the fish is white and delicious, while the liver contains high levels of mercury. Women who are pregnant or might become pregnant should not eat fugu or any other type of fish because it could cause birth defects or miscarriage.

When Klaatu revives, he tells Gort that he has been restored to life many times before but that he will never be content until he has brought justice to the perpetrators of all crime.

In a final scene we see Gort pursuing Klaatu's ship across the stars, while its crew attempts to shoot it down. However, Gort is able to deflect each projectile with his hand and continue the chase.
As Klaatu's ship begins to enter Earth's atmosphere, Gort realizes that Klaatu will not be stopped and that humanity must be prevented from reaching Earth in time. So, Gort shoots out the ship's landing gear and allows it to crash land on Earth.
Gort then tells the audience that he will always be watching over them.
