Jr. Joseph G. Cannon The first issue of Time was released on March 3, 1923, with the former Speaker of the House of Representatives, Joseph G. Cannon, on the cover; a facsimile copy of Issue No. 1, containing all of the original's articles and ads, was included with copies of the February 28, 1938, issue. The magazine's first issue was entitled "The International Hour," and it featured an article by future New York Governor Alfred E. Smith.
Cannon served as the chairman of the Republican National Committee from 1939 to 1943. He is also known for introducing legislation that created the Department of Veterans Affairs and the Federal Employees Health Benefits Program. He died in office at the age of 79 after suffering a heart attack while playing golf.
His death left the position of RNC chair open until January 19, when Thomas M. Dewey was chosen to replace him. Before becoming governor of New York, Dewey served as U.S. Attorney for Southern New York and as the mayor of Rochester. He was elected governor in 1944 and re-elected in 1946. When he did not seek another term in 1950, his son Richard F. Dewey became New York's 29th governor. The younger Dewey remained in office until January 8, 1958, when he was succeeded by Andrew D. Cuomo. He has been serving as the executive secretary of the New York State Urban Development Corporation since then.
Cuomo has been mentioned as a possible candidate for the 2016 presidential election.

As Time established itself as one of the top newsmagazines in the United States, being on the cover of Time became a measure of a person's notability, popularity, or infamy. Time covers have featured many famous people over the years, including some who are only now becoming known again after their deaths. For example, after the assassination of John F. Kennedy, his wife Jackie wore a black dress with white gloves for her appearance on Time's cover; this photo has become an iconic image of mourning and respect for the president.
There are two types of people who appear on Time covers: the famous and the soon-to-be-famous. The photographer usually chooses a subject who is well known; however, if they fail to get any suitable photographs taken, then a person can also be used as a cover model. These individuals must consent to having their picture taken and it cannot be required of them by the publication. However, most cover subjects choose to help promote themselves by participating in the cover shoot.
People have been featured on the cover of Time for many reasons. Some covers feature individuals who are only now becoming known, such as Lennon and McCartney before they were killed in 1980.
